The Technical Office Manager is responsible for leading and managing the technical office function across projects, ensuring effective coordination between design, engineering, BIM, construction, procurement, planning, and project teams. The role will oversee technical documentation, design coordination, shop drawings, material submittals, technical queries, quantity take-offs, variations, and as-built documentation to ensure projects are delivered in accordance with approved designs, specifications, quality standards, schedules, and contractual requirements.
Key Accountabilities
The position involves:
- Lead and manage the Technical Office activities across projects throughout the project lifecycle.
- Oversee the preparation, review, coordination, and approval of shop drawings, technical drawings, design documents, specifications, and technical submissions.
- Coordinate with consultants, architects, structural, MEP, civil, BIM, construction, procurement, and planning teams to ensure fully coordinated technical deliverables.
- Manage the preparation and review of shop drawings, material submittals, method statements, RFIs, technical queries, and technical proposals.
- Review approved drawings, project specifications, BOQs, and contract documents to ensure proper technical implementation.
- Coordinate with site teams to identify and resolve technical issues, design conflicts, constructability challenges, and discrepancies between drawings and site conditions.
- Lead the technical review and coordination of design changes, revisions, variations, and additional works.
- Review and validate quantity take-offs, BOQs, material quantities, and technical requirements in coordination with commercial and procurement teams.
- Coordinate with planning and project controls teams to ensure technical deliverables are aligned with project schedules and construction sequencing.
- Monitor the progress of technical submissions, approvals, RFIs, shop drawings, and other technical deliverables to ensure timely completion.
- Lead technical coordination meetings with consultants, subcontractors, suppliers, and project/site teams.
- Support value engineering and constructability reviews to improve project efficiency, optimize costs, and minimize site rework.
- Ensure all technical office activities comply with Saudi codes, authority requirements, approved specifications, drawings, and contractual requirements.
- Manage and maintain proper technical documentation, drawing registers, submission logs, approvals, revisions, and document control.
- Coordinate with BIM teams to ensure technical drawings and models are properly coordinated and reflect approved design requirements.
- Oversee the preparation and updating of as-built drawings and technical handover documentation.
- Provide technical guidance, leadership, and support to technical engineers, coordinators, draftsmen, and other technical office team members.
- Monitor the performance and deliverables of consultants, subcontractors, and engineering service providers from a technical perspective.
- Support construction teams during testing, commissioning, snagging, handover, and project close-out activities.
Knowledge, Skills, and Experience
We are Looking for:
- Bachelor’s Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Architecture, or a related engineering field.
- Minimum 10–15 years of experience in technical office, engineering, design coordination, or construction technical roles within large-scale projects.
- Previous experience in residential, hospitality, mixed-use, or large-scale development projects is required.
- Strong background in technical office management, shop drawing coordination, technical documentation, and multidisciplinary engineering coordination.
- Experience working with main contractors, developers, engineering consultants, or leading construction companies in Saudi Arabia.
- Strong knowledge of construction methodologies, engineering standards, project specifications, and site execution requirements.
- Strong understanding of multidisciplinary coordination across Civil, Structural, Architectural, MEP, and BIM disciplines.
- Proven experience managing technical engineers, coordinators, draftsmen, consultants, subcontractors, and suppliers.
- Strong experience in shop drawings, material submittals, method statements, RFIs, technical queries, BOQs, quantity take-offs, variations, and as-built documentation.
- Familiarity with project planning, scheduling, procurement, cost control, and construction management processes.
- Proficiency in AutoCAD, MS Office, BIM/technical coordination platforms, and relevant engineering software.
- Experience with design changes, value engineering, constructability reviews, and technical problem-solving.
- Strong leadership, analytical, problem-solving, and decision-making skills.
- Excellent communication, coordination, negotiation, and stakeholder management abilities.
- Strong attention to detail with the ability to manage multiple technical submissions and deliverables simultaneously.
