The Technical Office Director is responsible for leading all technical, and engineering control functions for large-scale, high-risk infrastructure projects in Saudi Arabia. The role ensures compliance with Saudi Codes, authority regulations, requirements, and international standards, while supporting delivery of complex mega and fast-track projects.
Key Accountabilities
- Lead and standardize Technical Office operations across all infrastructure projects in KSA.
- Establish and enforce engineering procedures in compliance with SBC, MOT, MOMRAH, SWCC, SEC, ARAMCO, RCJY, and relevant authorities.
- Act as the senior technical authority for constructability reviews, value engineering, and technical risk resolution.
- Supervise cost estimation, budgeting activities, and preparation and review of BOQs.
- Review, validate, and support variations, change orders, and technical aspects of claims.
- Provide technical support during commercial negotiations with government clients, consultants, and developers.
- Interpret EPC and Design-Build contracts and mitigate technical and contractual risks proactively.
- Manage coordination between designers, consultants, and Saudi authorities to ensure timely approvals.
- Oversee submissions and approvals of IFC drawings, shop drawings, and technical submittals.
- Lead interface management with utilities, traffic authorities, and third-party stakeholders.
- Oversee material management across the project lifecycle, including long-lead items, ITPs, and factory acceptance tests
- Support delivery of mega and sensitive Vision 2030 projects while ensuring confidentiality and security compliance.
- Ensure technical alignment with ISO 9001, ISO 14001, and ISO 45001 standards and support resolution of major NCRs.
Knowledge, Skills, and Experience
We Are Looking For:
- Bachelor’s degree in Engineering (Mechanical Engineering preferred); Master’s degree in Engineering or Construction Management is an added advantage.
- PMP / PMI-SP and Chartered Engineer (CEng) certification or equivalent (highly preferred)
- A minimum of 15 years of experience in infrastructure contracting, with at least 7 years in senior technical or leadership roles.
- Proven experience delivering infrastructure projects in Saudi Arabia or the GCC.
- Hands-on experience working with government authorities and mega-project clients.
- Strong knowledge of the Saudi Building Code (SBC).
- Solid understanding of MOT, MOMRAH, SEC, SWCC, ARAMCO, and RCJY standards.
