The QHSE Manager is responsible for leading and managing the organization’s Quality and Health & Safety management systems across all projects. The role provides corporate-level governance, oversight, and technical support to ensure compliance with applicable standards, Saudi regulations, and client requirements, while promoting a strong culture of quality and safety throughout the organization.
Key Accountabilities
- Develop, implement, and maintain corporate Quality and Health & Safety policies, procedures, and manuals.
- Ensure alignment with ISO standards, including ISO 9001 and ISO 45001.
- Establish standardized QHS documentation, templates, and reporting systems for all projects.
- Monitor and evaluate QHS performance across all business units and projects.
- Oversee the implementation of Project Quality Management Systems (QMS).
- Review and approve project quality plans, method statements, and Inspection & Test Plans (ITPs).
- Lead internal quality audits and coordinate external, client, and certification audits.
- Monitor non-conformance reports (NCRs), root cause analysis, and corrective/preventive actions.
- Analyze quality trends and provide improvement recommendations to management.
- Establish and enforce corporate Health & Safety standards and requirements.
- Ensure compliance with Saudi labor laws, safety regulations, and client H&S requirements.
- Review risk assessments, job safety analyses (JSAs), and safe work method statements (SWMS).
- Oversee incident, accident, and near-miss investigations and ensure lessons learned are communicated.
- Monitor safety KPIs, statistics, and performance trends across projects.
- Provide technical QHS support and guidance to project managers and site QHS teams.
- Conduct periodic site audits, inspections, and performance reviews.
- Support projects during client audits, inspections, and regulatory visits.
- Develop and manage corporate QHS training programs and competency requirements.
- Oversee employee inductions, toolbox talks frameworks, and safety awareness initiatives.
- Promote a proactive quality and safety culture across all levels of the organization.
- Prepare and present corporate QHS reports, dashboards, and KPIs to senior management.
- Identify organizational QHS risks and recommend mitigation measures.
- Support senior management in continuous improvement initiatives related to quality and safety.
Knowledge, Skills, and Experience
We Are Looking For:
- Bachelor’s degree in Engineering, Safety Management, or a related discipline.
- Minimum 10 - 15 years of experience in Quality and Health & Safety within construction, civil, infrastructure, or water-related projects with at least 5 years in a leadership role.
- Proven experience in a Head Office or corporate QHS role overseeing multiple projects.
- Strong knowledge of ISO 9001 and ISO 45001 standards.
- Solid understanding of Saudi labor law and construction safety regulations.
- Professional certifications preferred: NEBOSH / IOSH / OSHA or equivalent / ISO 9001 & ISO 45001 Lead Auditor
- Strong leadership, communication, and analytical skills.
