As a Procurement Manager, you will lead and manage the procurement and supply chain functions across all real estate development projects. You will be responsible for ensuring the timely sourcing, negotiation, and delivery of materials, services, and subcontract packages while maintaining cost efficiency, quality standards, and compliance with company policies. The role plays a critical part in supporting successful project execution and protecting the company's commercial interests through strategic sourcing and effective supplier management.

Key Accountabilities 

The position involves: 

  • Develop and implement procurement strategies aligned with project schedules, budgets, and business objectives.
  • Prepare annual and project-specific procurement plans in coordination with construction master schedules.
  • Identify procurement risks and implement mitigation strategies.
  • Lead the full tendering cycle for materials, subcontract works, and services, including RFQs, RFPs, evaluations, negotiations, and contract awards.
  • Manage the prequalification process for suppliers and subcontractors.
  • Ensure compliance with procurement policies, contractual obligations, commercial requirements, and legal standards.
  • Prepare and finalize purchase orders, subcontract agreements, and supply contracts.
  • Conduct market research, price benchmarking, and cost analysis to achieve competitive procurement outcomes.
  • Support value engineering initiatives by identifying cost-saving opportunities without compromising quality.
  • Review and validate procurement budgets in collaboration with project and cost control teams.
  • Establish and maintain a robust supplier database with performance evaluation and continuous monitoring.
  • Build and maintain strategic relationships with key suppliers and subcontractors to ensure reliable supply and long-term partnerships.
  • Resolve supplier performance issues and enforce contractual obligations when necessary.
  • Oversee the complete procurement workflow, including requisition review, approvals, purchasing, delivery follow-up, and documentation.
  • Ensure compliance with internal procurement policies, audit requirements, and governance standards.
  • Manage procurement records and documentation to ensure full traceability and transparency.
  • Oversee the effective use of ERP and procurement systems to maintain data accuracy and operational efficiency.
  • Prepare procurement dashboards, KPIs, and management reports for senior leadership.

Knowledge, Skills, and Experience. 

  • Minimum 10 years of procurement experience, preferably within the construction or real estate industry.
  • Bachelor's degree in Civil Engineering, Architecture, Supply Chain Management, or a related discipline.
  • Proven experience in negotiating contracts and managing suppliers, contractors, and consultants.
  • Hands-on experience with ERP systems such as SAP or Oracle, as well as e-procurement platforms.
  • Strong understanding of procurement strategies, tendering processes, contract management, and supply chain operations.
  • Excellent analytical skills with experience in cost analysis, benchmarking, and value engineering.
  • Strong leadership, negotiation, stakeholder management, and decision-making abilities.
  • Excellent communication and interpersonal skills.
  • Fluency in Arabic and a very good command of English.
