The HR Manager will lead the transformation of the Human Resources function by developing and implementing HR strategies, policies, and systems that support business objectives while ensuring full compliance with Saudi Labor Law. The role is responsible for building a structured HR department, leading workforce planning, talent acquisition, performance management, employee relations, compensation & benefits, and organizational development across the company.

Key Accountabilities
- Lead the Human Resources function and oversee all HR operations across the organization.
- Assess the current HR function, identify improvement areas, and implement a comprehensive HR development plan.
- Develop and implement HR policies, procedures, and internal regulations in compliance with Saudi Labor Law.
- Ensure compliance with government platforms including Qiwa, GOSI, Mudad, Muqeem, and Ministry of Human Resources requirements.
- Review and develop the organizational structure, job descriptions, reporting lines, and delegated authorities.
- Lead workforce planning, recruitment, selection, and onboarding activities.
- Design and manage compensation, benefits, grading structures, and salary administration.
- Develop and implement performance management systems, KPIs, and employee evaluation processes.
- Lead employee relations activities, disciplinary actions, investigations, and grievance handling.
- Identify training and development needs and implement annual learning initiatives.
- Lead, coach, and develop the HR team to improve operational effectiveness.
- Prepare HR reports, dashboards, and workforce analytics for executive management.
- Support senior management by providing strategic HR recommendations and ensuring organizational compliance.
Knowledge, Skills, and Experience
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Professional certification such as CIPD, SHRM, SPHRi, or an equivalent qualification is preferred.
- Minimum 8 years of progressive experience in Human Resources.
- At least 5 years of experience in an HR Manager or equivalent leadership role.
- Previous experience in logistics, transportation, construction, manufacturing, or operational industries is highly preferred.
- Strong knowledge of Saudi Labor Law and government HR platforms.
- Proven experience in developing HR policies, procedures, organizational structures, and HR governance.
- Hands-on experience in workforce planning, talent acquisition, compensation & benefits, performance management, employee relations, and organizational development.
- Strong leadership, communication, negotiation, analytical, and problem-solving skills.
- Proficiency in HR systems, Microsoft Excel, and HR reporting tools.
- Fluency in Arabic is required, with a good command of English.
