 As a Cost Control Engineer – Transmission & Substation Projects (up to 400 kV), you will play a key role in monitoring, analyzing, and controlling project costs across EHV substations, overhead transmission lines, and underground cable projects. You will ensure accurate budgeting, financial forecasting, and cost reporting throughout the full project lifecycle, supporting informed decision-making and safeguarding project profitability. 

Key Accountabilities 

  • Preparing and monitoring project budgets, Cost Breakdown Structures (CBS), and control accounts.
  • Tracking actual costs versus budgeted costs across labor, materials, subcontractors, equipment, and overheads.
  • Reviewing procurement requests, subcontractor invoices, and material purchases to ensure cost alignment.
  • Preparing monthly cost reports, cash flow statements, and updated cost forecasts.
  • Analyzing deviations and providing early warnings on potential overruns and risk exposures.
  • Developing and maintaining cost control procedures, reports, and documentation.
  • Coordinating with Planning Engineers to align cost and schedule data (Earned Value Analysis).
  • Supporting variation orders and claims through detailed cost impact assessments.
  • Working closely with engineering, procurement, and construction teams to identify cost-saving opportunities.
  • Ensuring compliance with client reporting standards (TRANSCO, DEWA, ADDC, ADNOC, etc.).

Knowledge, Skills, and Experience

We Are Looking For:

  • Bachelor’s Degree in Engineering (Electrical / Civil) or Finance with technical exposure
  • Minimum 5 years of cost control experience in transmission & substation projects (up to 400 kV)
  • Experience across Substations, OHL, and UGC projects
  • Strong knowledge of EPC cost elements, budgeting, forecasting & cash-flow management
  • Familiar with BOQs, contracts, procurement & subcontracting processes
  • Advanced Microsoft Excel skills (mandatory)
  • Experience with SAP / Oracle ERP (preferred)
  • Basic knowledge of Primavera P6 (advantage)
  • Previous UAE / GCC utility sector experience (highly desirable)
  • Strong analytical & reporting skills
  • Ability to manage multiple project budgets under pressure
  • Fluency in English (Arabic is an advantage)
