The CEO is responsible for capturing the underserved fee based bespoke arranging market for Shariah-compliant debt instruments (RECCs and sukuk) in the SAR 30100M ticket band. You will lead all commercial, operational, regulatory, and human capital functions, directly manage the Head of Arranging and operational leadership, and serve as primary relationship steward for institutional investors, asset sponsors, and CMA regulatory stakeholders.

Key Accountabilities:

  • Lead origination and closing of arrangement mandates. 
  • Build and manage institutional investor relationships.
  • Pitch fund allocation and arrangement opportunities.
  • Execute competitive positioning vs. Sukuk Capital, Tarmeez, and emerging challengers, and Monitor market intelligence.
  • Guide product and instrument design within Shariah compliance constraints; expand beyond. RECCs/sukuk if opportunity warrants Operations & Governance.
  • Own CMA license maintenance (Preliminary Arranging License path to Full License).
  • Manage regulatory reporting and compliance calendar.
  • Chair investment committee and credit committee.
  • Approve all transactions and risk appetite decisions.
  • Build control environment (SOPs, segregation of duties, financial controls).
  • Manage audit and compliance functions.
  • Oversee financial planning, forecasting, and investor reporting.
  • Manage equity raise execution and cap table Talent & Culture.
  • Build and retain a world-class arranging and operations team; own hiring, onboarding, and performance management.
  • Create a performance-driven culture.

Knowledge, Skills, and Experience:

  • 10+ years in capital markets, investment banking, or Islamic finance (sukuk, RECCs, structured finance)
  • Proven success in founding, scaling, or leading P&L in a financial services platform (AUM or revenue growth track record).
  • Deep familiarity with Saudi regulatory environment (CMA, SAMA, Saudi Labor Law).
  • Strong Shariah compliance knowledge; comfort partnering with Shariah advisors and embedding compliance into product design.
  • Demonstrated institutional relationship-building; credibility with wealth managers, family offices, and institutional sponsors.
  • Holding CME-1 and/or CME-5 certifications is preferred.
  • Fluency in English and Arabic (written and spoken).
